Why do they paper over the windows on a construction site?

I find papered over windows in new or renovating shops to be ugly (although more and more they are used for lease signs or to announce the realtor/developer). Someone told me they paper over the windows to hide the fact that they leave tools on site. Is this true or is there some other reason? And why just brown paper?

    It’s cheaper than window treatments, that would be for the new tenants/owners. And your right, it does help w/ privacy if tools are left there.

    Because if anything gets thrown it will be less likely to scratch the windows. Its to protect them. You don’t want to finish the job just to see all the windows have been scratched or have paint on them.

    So that none of the dust from outside will get on the floors or furniture. I mean you don’t want to go and spend $1000 on a new chair and get dust all over it do you. I know I wouldn’t.

    Its to stop the glass getting scrathed and covered in c*** and to stop passers by seeing whats taking place
