What is the most effective way to complain about the police complacency? Former/current officers please advise

No surprise that no former or current officers have advised yet…. rather the point I guess
If you are unable to get any help from the detectives then you go to their higher up. In my neck of the woods that would be the assistant chief of police at the police department or at the sheriff’s department it would be the chief deputy. If you can’t get anything done from them then you go to the chief of police or to the sheriff.
I would suggest that before you take that step that you actually go to the department and talk to the detective that’s in charge of your case.

I have worked in law enforcement/prosecution for 23 years. When I don’t get action, I take it up the chain of command. Usually you only have to go up one level, from detective to sergeant.
However, keep in mind that “cold” thefts of unsecured property are not going to be on the priority list. “Hot” calls come first, and property crimes come last. Most detectives are horribly overbooked with cases. It can be frustrating, especially when you think you know who did it.
