What is the most effective way to complain about the police complacency? Former/current officers please advise

I am not complaining about any kind of abuse of power, or with the intent of disciplinary action. Basically, my father’s construction business is almost going broke because of the sheer number of thefts. Yes, we have insurance, but it isn’t applicable when it is 5K in tools/copper stolen every 2-3 weeks.
