whats the best tool to grind car paint?

I’m going to start a car rebuild, and would like to know what’s the best combination of power tool and bit to use to make the grinding and polishing easier.
Well, the car is only a Daihatsu charade, and I’m doing this work on my own because it’s a DIY project. I’m not interested to get professionals except for welding and paint.
The main reason I’m actually grinding off the paint is to see the extent of rust damage, and see if I need to buy new panels, or is it fixable by some welding work.
