Is it possible for someone to use my electricity if I live in an apartment?

I live in an apartment where they are currently remodeling other units in our building. The workers are using high voltage power tools, and the power went off in our unit, so an electrician had to come over and turn it on (and said they blew our fuse). Does this mean the workers are hooking their tools up to our power and we’re paying for the electricity? I don’t know anything about electric wiring, but this seems a little suspicious.
Based on kokopelli’s response, how would I prove this to the electric company? Can they come out and look at my wiring? The workers here don’t seem very skilled and I’m worried this will happen again. I don’t know if my landlord will tell them to stop. thanks!

We’ve both done construction;I’ve been a superintendent twice for two major residential construction builders in my area, we have tools, I LOVE LOVE LOVE doing Interior Design (I’m quite confident in my talents), my husband LOVES redoing and making house plans (he plans to be an architect), we love business, we build our own furniture, and we love old/abused homes to remodel, fix up, and sell!! How and where and what do we do to get into this??

How is the construction business in Vegas?

We are planning on moving to Vegas this summer. My husband is a licensed General Contractor here where we live. However, he doesn’t think he is going to get his contractors license in Nevada. At least not right away til he gets a feel for the industry there first. In the meantime, he would want to work for someone else. He is an excellent contractor with over 25+ years in the industry, but, he wants to get away from framing and go into more finish work, cabinet construction and install, remodeling, decks, patios, add ons, etc. Is there a market for these skills without a license. And what kind of pay could he realistically expect with these skills and years of experience?
Are there plenty of good paying jobs around? Or is the money mostly in being a licensed person in this trade. Right now he is earning only around $25K - $30K. He wants to make more money without the hassles of licensing. Is this possible?
