How to remove lug nuts without power tools?

I bought rear shocks for my ford windstar. I had my rear wheels replaced about 6 months ago. But those assholes, tightened the lug nuts so tight..they wont budge..I wonder what i would have to do If i get a flat!..how can i remove those lug nuts without powertools? I tried penetrating spray, but nothing..when i try to unscrew the nuts the whole car moves..i cant take it anywhere…
i know i tried to loosen the nuts with the car on the ground..when i try to move the nut..the whole wheel moves and makes the car move a little back..and forth (thats with the emergency brake on) on concrete..
this is not the first time i’ve had frozen nuts and bolts on this car..
