How do I get the power steering pulley off of my 99 Oldsmobile Cutlass, is there a tool or do I need a shop?

My buddy says I need to take it to a shop that has a machine press to get the pulley off of my power steering pump, is this true or is there a simple tool that can do this?
My power steering pump has a chip in one of the metal areas, not sure if it’s supposed to be like this or broken.

How do I prevent the power steering pump from being noisy on my 98 Sunfire?

Within a few minutes of driving my car, it began making a wining noise. It’s coming from the power steering pump. Do I need to replace it? Or can this noise be fixed without a new pump? Is it a tricky job? Do I need special tools? Should I get a pump with the reserviour or ok to get it without?
