What is the most effective way to complain about the police complacency? Former/current officers please advise

I am not complaining about any kind of abuse of power, or with the intent of disciplinary action. Basically, my father’s construction business is almost going broke because of the sheer number of thefts. Yes, we have insurance, but it isn’t applicable when it is 5K in tools/copper stolen every 2-3 weeks. I realize in a number of instances nothing could be done, but recently, thefts have happened where all it would take is minimal action by police for us to recover some stolen items (they would have to talk to someone they already questioned - but our property wasn’t asked about; she was riding with suspect, who got caught for other thefts the same evening). I’ve just recently got 2 guinea pigs and I’m thinking of building them a cage as the cages sold are either too small or too expensive but I’ve been having difficulty finding the cube grids and Correx needed to make the cage. Any ideas where I can get them inexpensively around here?
