Need more info of the capabilities of Double Tool C&D?

Does Double Tool C&D negate the effects of a lockdown??
For example, my opponent has two Marauding Captains, or Command Knight, or Magician’s Valkyria, and i got my Power tool and with a double tool, it negates that effect right?? And any another useful info on double tool would be most appreciated…THANK YOU

    Not at all, how could it?

    ● During your turn: It gains 1000 ATK, any effects of the attack target that activate or apply on the field are negated during that Battle Phase.

    You can not declare a target so there is nothing to negate.

    The only other combo with this setup would be:

    Battle Mania
    Group: Trap Card
    Type: Trap
    Activate only during your opponent’s Standby Phase. All face-up monsters your opponent controls are changed to Attack Position, and cannot change their battle positions this turn. All monsters your opponent currently controls must attack this turn, if able. Daen of Aquarius
