Making a power point! How can I make the background foggy to see text clearly?

I have this super cool pic for my power point background, but I want to make a section over top the picture lighter and foggy so that I can read the text I put on it, but still sorta see the picture. Is there some sort of tool I can use?

    if you have photo shop you can do it, but i have tried to do that kind of thing before on powerpoint and it doesnt do it. Lola Lautner
