How do I get the power steering pulley off of my 99 Oldsmobile Cutlass, is there a tool or do I need a shop?

My buddy says I need to take it to a shop that has a machine press to get the pulley off of my power steering pump, is this true or is there a simple tool that can do this?

My power steering pump has a chip in one of the metal areas, not sure if it’s supposed to be like this or broken.
