Is a power rake and a dethatcher the same thing?

We want to dethatch our yard and we were going to do it ourselves rather than pay a landscaper - I checked Home Depot’s tool rental list and they don’t have a “dethatcher” but they do have a “power rake” - Are those the same or what’s the difference? I’ve never dethatched before and am not a big gardener.

This summer I plugged in a two unit charger near a rubber plant. The plant has grown from a single stem to a 3 ft tall 3 branch plant. The plant has been in that spot for 3 yrs. Did the electricity emitted from the charge effect the growth?

I had a small veggie garden last year, so this wasn’t a problem as I used some small tools I purchased myself. This year, I plan to go pro, and came upon some old tools (spade, pitchfork, rake, etc) that were here from the previous owner of my house. Problem is, they’re rusty. Can I use them safely, or should I scrap them and buy all new stuff?
PS: I will be composting, too.
